That depends on your accrediting board's own policy rather than a Certifier setting. The tracker totals whatever activity you record against the renewal cycle you define. Whether unused hours carry forward is a rule you'd apply when you set that cycle, not something the platform enforces automatically.
By default it's administrator-centric: you import your list of physicians, issue the trackers, and each one is emailed their personal, verifiable copy, no login needed to view it.
On the Advanced plan, physicians can optionally get more than that: a self-service profile on your Issuer's Portal, where they log in with the email their tracker was issued to and can view their credentials or control what's publicly visible.
Certifier doesn't automatically flag anyone as behind. You'd compare each physician's issued tracker, which shows their credits totaled against the renewal cycle, to your own deadline to see who still needs hours.
